  I am trying to create a new website for a friend. They already have an old site. They plan to keep the domain the same. How do I start making the website before I switch the domain over?

  The blog I need help with is: (visible only to logged in users)

  So you can make a website and later switch over the domain or map it. It seems you will have to have an upgraded account to transfer or map an existing domain.

  Do I have to have the upgraded account now? Or can i upgrade later?

  From my understanding, you can go ahead and create your site. Once you are ready to transfer a domain or MAP it then you might have to upgrade the account to do so.

  You can create a wordpress.com account for them and create a free website. Customize the website to yours and their desire and then can later transfer or map a domain which will require an upgrade of account plan.
