  I have an existing website hosted by someone with an existing domain name. Can I create a new/free website (playing around with doing it myself), then get the rights to my old domain and transfer my new website to the old domain name?

  The blog I need help with is: (visible only to logged in users)

  Yes. Once you create the content on the new site, if you have control of the other domain name you can point it over to the new website.

  Thanks! So I can create a “free” website with a new domain name just to get it looking how I want it to look. Then I can point the old domain name over to this new one right?
