Can I clarify with you – would you like to create a second website/blog that is still attached to your current account (Wanderingalan). Something that is still yours, but has a different theme and content?
If it is the case, it’s a very simple process to add a second WordPress.com site onto your current account.
Simply follow the instructions titled ‘Adding a New Site or Blog to an Existing Account’ at > https://en.support.wordpress.com/create-a-blog/

If you are looking to create an entirely new account (for example, to hand over access to another person), then you will need to log out of your account and follow the instructions to sign up again.
You can find the sign-up form here > http://wordpress.com/start
However, you will need to ensure that you are signed out of your current account first!
Once you have signed out, you can start fresh and sign up an entirely new account. However, please be aware that this isn’t necessary if you are simply looking to create a second website or blog. It is possible to have more than one website with your WordPress.com account, and you just follow the instructions about (https://en.support.wordpress.com/create-a-blog/) to do so.
