New WordPress site without crashing existing site

I currently have a website and domain name for a Parks and Recreation, municipal website. This site is very popular and important in our community but is very outdated with a site I built in Adobe Dreamweaver many years ago.
I am trying to build a site in WordPress and give it a modern look.
Here is where I am stuck.
I want to be able to build a WordPress site and then let it go live without any downtime.
My concern is that when I am attempting to get started in WordPress, I am at a screen that reads:
“Map this domain to use it as your site address.”
I am concerned that, once I type in my current domain name, if I click ADD, then my current site may go down. I am just being overly cautious. Take this from someone that has messed up technology settings too many times on a big-screen television, digital SLR camera, you name it.
Am I save to click on ADD and then create my website and later replace the old site with the new site?

You can create a new WordPress.com site without mapping your domain.
All sites on WordPress.com get a free WordPress.com or .blog subdomain when the site is created, that functions just like any regular subdomain, and your site is fully online and accessible at that subdomain (provided you set it to public).
So you can experiment and build your site at that free address (i.e. skip the domains step for now), even upgrade the site while still using the free address, and only switch the domain over to us once you’re ready to take the existing site offline.
