Newby question about Responsive theme.

  I have just started using my wordpress.com site. I found I theme I want to use called Responsive but I don’t see it as being available. Is this theme only available if I were to set up a self hosted wordpress site?

  And if thats the case can I use my current domain with .com on my self hosted site instead of .org?
