  Hi ! I am trying to make my website as a news portal. I have used free plan can I apply news related themes like News Portal, News Portal Mag, News Portal lite etc for better user experience. If yes , how ? I am unable to see in my website dashboard.

  Yes, You can apply theme related to the news.

  Go to My Site(s) -> Click Appearance -> Themes
  Here you can search for themes related to news
