I just got your email today about the new JetPack newsletter and I have a question.
When I post a blog post do I have to send it out as a newsletter?
Currently I just post blog posts and maybe once a week or so I will send a newsletter to all my subscribers with a summary of what I posted.
I don’t want to inundate my subscribers with a bunch of newsletters.
And yes, I know they can customize how often they want to get them, but I would still like the ability to to just post on my webiste without having each post go to my subscribers.WP.com: Yes

If I can make a recommendation, it would be to reach out to Jetpack support in the event that their implementation of Newsletters is different from our native (non-plugin) implementation. You can reach the team here: https://wordpress.org/support/plugin/jetpack/
Generally speaking, Newsletters are powered using the same blog subscription service that you are already using. From this standpoint you are already sending small “newsletters” to your blog subscribers, in that they get an update from you with every blog post you publish.
Jetpack Newsletters is a good solution for someone who is not already blogging, and allows them to publish newsletters as blog posts. Since you are already blogging, this may not be the best fit for you since it really sounds like you would be interested in a separate delivery system for sending content that is email only, and not directly tied to a blog post on your site.
With this in mind you may want to consider the Mailpoet plugin, which is a way to create newsletters in your WordPress dashboard. These are separate from your blog posts, so it sounds like this may be a better fit for your needs. Mailpoet offers free and paid plans, and you can find out more here.
