Hi Helder, I think you posted this in the CSS forum by mistake!
People can sign up to receive email notifications when you publish new posts but if you want a newsletter you’ll have to use a separate service as WordPress.com doesn’t have this capability.

Halluke but its possible to use a separate service for a newsletter and integrate it in my wordpress.com site?

Most places like aweber, mailchimp, etc., use code that is not allowed here at WordPress.com for security reasons, but most places for email broadcasting/newsletters will host a signup form for you at their site and you can link to that signup form from a text widget in your sidebar. Here are a few support pages regarding text widgets and putting links or linked images into them.
