Newsletter categories are send to subscribers even if not selected

I have enabled Newsletter categories and selected 2 categories and not selected 1 category.
Despite this, posts that I publish under the not selected category are still mailed to all my subscribers.
(I’m still setting up and testing my website, but have subscribed to my own site with multiple email addresses to test this type of stuff out.)
So here I have not selected 1 category:
Then I make a post with only that category selected:

Yet when I publish it, it still arrives in subscribers’ mailboxes:

Am I not understanding the process or is there something wrong with this functionality?
What I’m trying to do is, to set apart a category of posts that are meant for people who have access to the password. The rest of my subscribers should not receive notifications about those posts. I have thought about publishing these posts as pages in order to avoid this whole issue, but then my site will have many many pages which is also inconvenient to manage.The blog I need help with is: (visible only to logged in users)

So I will probably publish those posts as pages. I discovered how to add parent and child pages, which makes it more organized. And now there’s no risk of accidentally sending out emails.
