  If I use a self hosted wordpress site with custom how and under which plan can I get the newsletter enabled for that domain

  Correct account: Yes

  You can’t use a WordPress.com plan on a self-hosted site. Instead you must install a plugin, e.g. Mailpoet – https://wordpress.org/plugins/mailpoet/ – but there are several other plugins – https://wordpress.org/search/Newsletter/ – and online services – https://mailchimp.com/
