newsletter if not self-hosted wordpress user

I need the use of a newsletter.
I don’t have a self-hosted blog as you call it, so I can’t use plugins, because I can’t upload/ftp/directory etc.
Now with the blog which I use and is somhow? hosted? by WordPress, I found a widget, which now is however completely useless???, with which people can subscribe, filling their emailadress, but than what do they subscribe to if I can’t use or see the emailadresses in the first place and if I can’t use newsletters, because they only exist as plugins, which only can be uploaded if you host your WordPress blog somewhere?Is their anyway in making these email-subscribtions usefull?
Is their another way to have a newsletter with subscribe/unsubscibe options, without having to make a mailing list manually with maybe hundreds of emailadresses to put in manually?please help, so I can decide to have the hole crab hosted somewhere or stop waisting my time with a suppost-to-be-so-easy BLOG.
I think I could have build a website from scratch within a few hours, while now I am struggling day and night with a BLOG for a week without the results I wanted.
It is really a horrible thing this way these blogs.Please let me know about the possibility of using a newsletter or I am lost here…

The Subscription Widget allows visitors to sign up to receive emails whenever you create a new post on your site. This means that, for email subscribers to your site, they will receive a notification in their Inbox whenever you publish a new post.
We currently do not have a tool available on WordPress.com that allows users to create a newsletter to send to their subscribers. However, you can view a list of your email subscribers by going to your Dashboard > Site Stats > Site Subscriptions and then click on “Email Subscribers.” This would allow you to manually create an email list as more and more users sign up for your site.
I recognize that this isn’t a perfect solution to what you’re looking for, but I hope that it helps provide a viable alternative. If you have any other questions about this, please send them our way.
