newsletter signup box?

  I’m just getting my site set up and will be using it as my business’s website and blog. I want to have a signup box for my newsletter on each page of the site. Is this allowed on WP.com? If so, can you tell me how I can do it within the confines of my theme? I’m sorry if these sound like dumb questions but I’m very new to WP.
