Next and Previous Links

Rookie question, I know, but is there a way to have my blog display the latest pages in single post/page format (so that the Next and Previous links appear) rather than having several posts on each page?
I would like to have the latest page appear when someone clicks the “jeffman48.com” address, just as if they had clicked the latest permalink address.
Can this be done?

“Just as if they had clicked the latest permalink address” isn’t possible: there’s no way to make the comment section and the single-post-view nav links (titles of next and previous post) show up on the homepage.
The only thing you can do, since you have the Custom Design upgrade, is get rid of the “Older Posts” tab that loads more posts on the same page, and revert to the “Older posts”/”Newer posts” links you can see on category and other archive pages, for example:
http://jeffman48.com/category/outdoors/page/2/
