No access to certain themes?

The number of themes shown here: http://perpetualfog.wordpress.com/wp-admin/themes.php (you can’t access this of course, but can compare with your own blog address inserted) is less than those shown here: http://wordpress.org/extend/themes/ – why is this?

WordPress.com is a free blogging service using the wordpress software and due to security concerns, there are some limitations here.
WordPress.org distributes the wordpress blogging software for self-hosted blogs. Self-hosted blogs have virtually no limitations except of course for those in the web host’s terms of service and the law.

Should have added, that at wordpress.com, we cannot upload or use themes at /extend/themes/ or those found elsewhere on the internet. We are limited to the ones shown in our dashboards at design > themes.
There is a paid CSS upgrade here that will allow bloggers with CSS experience to stylize the themes here, but you cannot change the underlying theme files or functionality.
