No Access To Plugins

Hi! I try to get access to my plugins using this direct link: https://smsrhum.wordpress.com/wp-content/plugins/
but it doesn’t work.
Could you help me and tell me how should I do to add new plugins?
Under Calypso, I can’t directly add plugins because the ‘Add’ button is not present inside the dedicated column.

There is no FTP access and blogger installed plugin capability does not exist on WordPress.COM blogs. We have built in plugins only as stated in the relevant support docs. There is no upgrade you can purchase here that changes that reality.

If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
