No Add button next to Plugins

I’ve been poking around the web and your forums for an hour, but I can’t seem to find an answer. There is no ‘add’ button next to the Plugins in the sidebar. When I click on Plugins on my Admin Dashborad, it just takes me back to the same place (my site). I am not hosting my own site. This is a brand new ‘free’ site I just set up. Any ideas?

Plugins cannot be added to WordPress.com sites.
On WordPress.com, we include the most popular plugin functionality within our sites automatically.

OK, well, maybe you know the answer to my original problem: I’m trying to “reorder” my blog posts on the page. I’ve change the creation date for the posts, but the earlier one still shows up below the newer one. Sooo, I was trying to use a plugin which allowed one to drag to reorder. Ideas?

By default, the blog posts will appear with the newest post on the top (reverse chronological order).
You can change the blog post settings to display in chronological order (oldest on top and newest beneath). Here is more information on how to do that: https://en.support.wordpress.com/show-your-posts-in-chronological-order/
Or if you would just like a select few blog posts to stay on the top of your blog, you could make them ‘sticky posts.’ Here is more information on sticky posts: https://en.support.wordpress.com/post-visibility/#sticky-posts
