WordPress.com has a built-in text widget that allows you to add text and HTML to your sidebar. Is that something that would work for you?
https://en.support.wordpress.com/widgets/text-widget/In regards to adding plugins: while WordPress.com offers a lot of plugin functionality, you cannot add your own plugins or themes; this is only available on the self-hosted version of WordPress.org.
Plugin functionality offered by WordPress.com:

Geoffrey,
Thank you for your responding to my question. It would be helpful to add these distinctions in the intro info about wordpress options.I was hoping to add formatting (bold) to the text widget content, but i did not see any formatting options. Is this possible in the free version (or any plan)?

You can use the “strong” tag for making your text bold. For example:
<strong>This is Bold!</strong> This is not bold. Here is a list of supported code tags you can use on WordPress.com:
https://en.support.wordpress.com/code/If it’s any easier for you, you could create a new post, format the text for the widget how you would like it using the visual editor, copy the code into the widget, and delete that post.

geoffery, thank you. In the help about adding text box widget, it doesn’t explain that you can just add the tags to the wysiwyg content. here’s what it says:
“Adding HTML
If you are unfamiliar with HTML, you can learn more about Beginning HTML or Advanced HTML.” -
You’re welcome! It might be there is so much that could covered, it was decided to keep the HTML separate from adding a text widget.
I know that is listed in adding a link to a text widget, but coverage there is limited to how you can format your link:
