The separate No-Ads upgrade can be purchased and renewed as a separate upgrade only by those who have username accounts registered prior to September 1st, 2014.
As that is not the case with your username account you have to purchase the premium bundle of upgrades that includes the No-Ads upgrade. See Premium bundle details http://store.wordpress.com/plans/premium/
Upgrades can be purchased only for WordPress.COM hosted blogs. You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase upgrades at > Store > My Upgrades
http://en.support.wordpress.com/my-upgrades/Your billing history will be at Dashboard > Store > Billing History

I would have liked to know this before though.
Ok, so I just upgraded to the Premium Plan. Since I had bought 2 weeks ago a 13$ plan to map my domain name and that I see that it’s included in the Premium Plan, could I have that refunded?
Initially, I thought that the13$ for the mapping and the 30$ for adding a no ad upgrade would be fine for me…. -
Yes you can get an refund for the domain mapping upgrade as domain mapping is included in the Premium bundle.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
Provided you are logged in under the same username account that purchased the upgrades, you can request a refund yourself directly from the Store section of your Dashboard, and also request a refund and disable auto-renew there.
Dashboard > Store > My Upgrades
http://en.support.wordpress.com/my-upgrades/#canceling-upgradesNote: It takes from 1 – 2 weeks for the refund to be received.

In the past the staff have said that you should automatically get credit for any balance on a lesser included upgrade if you move to a higher upgrade (credit for the unused Domain mapping $13.-/yr should automatically reduce the cost of the includes stuff you don’t seem to want or need package $99.-/ yr – so the price should be less than $99.-/yr)

Hello, I just read the above, and was wondering the same thing. I saw nowhere (except on this thread) that this upgrade needed to be done prior to September 2014.
It’s strange, we did not notice ads on our blog until this past month. We are a cooperative nursery school blog and since we don’t know that the ad content would be appropriate, we’d like to remove the ads.
Why when I click on “no ads” right now it still says it’s for $30 per year?
You can see what I’m seeing here

@cooppubrel
To off-set the costs of providing free hosting to millions of bloggers, WordPress.com has been running advertising on our free hosted blogs since 2006. Many bloggers do not know this because despite the fact they ticked the box required to get a free blog, they did not read the ToS. http://en.wordpress.com/tos/ Many also do not read the advertising entry http://en.support.wordpress.com/advertising/ in the support documents after registering their username and blog(s). Also note that as the ads do not display to us when we are logged in, and as many use browsers with ad blockers when logged out, they may not realize they are there at all.The separate No-Ads upgrade can be purchased and renewed as a separate upgrade only by those who have username accounts registered prior to September 1st, 2014.

I’ve added your domain to your Premium plan bundle and refunded the $13 you paid for the separate domain mapping upgrade. Note: If you decide to cancel the free trial of WordPress.com Premium before the 2 weeks are up, you’ll have the option of repurchasing the individual domain upgrade.
Let me know if you need anything else!
