  If you want your site to not have ads you will need to have a paid plan or use the No ads add on

  As part of its efforts to keep costs free or down for users, WordPress.com displays ads, including the WordPress.com promotional banner on free sites.

  To eliminate ads on your website, You can upgrade to at least WordPress.com Personal plan or you can either stay on the Free and choose to purchase the No Ads Add-on from Tools → Marketing as mentioned by @ryrhino00 .
