no comments form showing up

  my comments form wont show up and ive checked allow comments and also allowed them under discussion. any help or ideas would be appreciated. I’ve been trying to figure out what went wrong for a while and im stuck. heres the site http://www.farmersagentsandiego.com. also I cant figure out how to get that background image out of the header. its not in the #header in the css file its only supposed to show up on the #page background.
