No 'contact form' button

I’ve created a contact form before on a different blog, but the button isn’t showing up on this blog. It’s not showing up for Posts or Pages. I’m wondering if it has to do with the permissions given to this particular user, or version WordPress maybe? (Because I also can’t seem to control widgets, or even view them.) I know it is supported to be right about the controls for the text field, but it’s simply not there. The “Add Media” buttons are different than pictured on the tutorials.
