No CSS or "Appearance" tab

  I cannot seem to find the appearance tab for me to change some of the settings on my theme. Can you help?

  Only if you are on the WordPress.com Premium plan or WordPress.com Business plan, you will be able to add custom CSS on the “CSS” tab of WordPress.com Customizer.

  Otherwise, you will be able to see two primary sections called “Fonts” and “Colors & Background” on the WordPress.com Customizer (https://wordpress.com/customize) that you can make use of, to customize your site.
