No CSS Tab

Does anyone know how to customize the CSS on your website in WordPress–without spending any money? I cannot access it when I open the Customizer whatchamacallit and I think it’s missing from the main Customizer menu. Do I have to pay actual money? Or am I doing something wrong? This is ridiculous, to be honest.

Provided you have purchased either a Business Plan or Premium plan you can edit the CSS. https://wordpress.com/pricing/ But do read Note 2 below.
Note 1: If you have the required upgrade you can use this link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum where you will get the help you need with CSS editing.
Note 2: You can also post there prior to purchasing an upgrade to get an answer to whether or not what you want to do can be accomplished via CSS editing.

Provided only that you pay for hosting and move your content into a self hosted WordPrss.ORG site you can undertake CSS editing free of charge.

We provide support only for WordPress.COM hosted sites. We cannot provide support for sites that are not on our servers. Our support docs do not apply to
(1) local installs of wordpress.ORG software on your own server or
(2) wordpress.ORG software installs on paid hosting, and we do not provide support for them at wordpress.COM. That support is found at http://wordpress.ORG/support/
(3) sites linked to wordpress.COM accounts with the Jetpack plugin so they display on the My Sites wordpress.com account page. That support is found at http://jetpack.com/support/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, support docs and support forums, run different theme versions of themes with the same names, and many people get confused about the two.
