No customize theme button in appearance tab

In all of my other wordpress accounts there is a button for me to upload my own theme but this new account has no option for it. Why?

You can’t upload custom themes here at WordPress.com. If you’ve done that before then it would have been on a WordPress.org site that’s hosted elsewhere.

Have a read through the support page and it will give you a full answer.
The short version is that WordPress.com is basically a big shared version of a WordPress installation and if one person uploaded a theme with some exploitable code then, potentially, it would cause security problems for everyone with a WordPress.com site (a lot of people!).
There are lots of themes available to use, and new ones are added frequently – have a look in the theme showcase. If there’s a theme that you like but that isn’t available here could you post a link to it and let me know what features and design options you like about it, maybe then I can suggest some similar that you can select for free.
