No Edit Menu on Posts

  I no longer have an edit menu when creating my posts. I have deactivated all plugins and the edit menu did not appear. I have reactivated my plug ins and still no edit menu. I can type but cannot add pictures.

  When I go to my settings, I don’t have an area with an editor or view option. this is what I have.
