  Are you referring to a free WordPress.com subdomain? If so, you can create a new site with a free subdomain by visiting https://wordpress.com/free/

  Custom domains are not free, but to purchase a custom domain, go to your Domains page by selecting My Sites → Upgrades → Domains and clicking the Add Domain button at the top right.
