  When I go to create a website there is no free option, the only options are for ones I have to pay for

  Hi there, you might have to come up with a unique or creative site name to avoid numbers being added to the address, but the free option is usually below any custom domain names suggested.

  You can also try adding a free site directly from the plans page by clicking on the FREE option at the left. https://wordpress.com/pricing/
