No "Install Theme" Tab

Please be gentle…I’m new at this & feeling like a serious dope.
GoDaddy support and multiple links have said I should just upload my premium theme from themeforest.net via the admin panel – I feel like I’m taking crazy pills, but I simply do not have an “Install Theme” tab next to my “Manage Themes” tab that would allow me to upload it in my admin panel. In case this matters, I have previously uploaded the theme (yes, with correct permissions & to the correct place :) ) via FTP client as an alternative, also with no luck being able to install it in the admin panel.
I have paid for both the “Domain Mapping” and “Custom Design” upgrades – please let me know what dumb thing I am missing here.

The only themes you can use on any free hosted WordPress.com blog are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/

Thanks for the reply, this entire time I was under the impression this was being hosted on my GoDaddy account – is switching that something I would need to do on GoDaddy end, or something I can do in WordPress? Thanks

To move your content you need to create an XML export file of your content. It will not include the theme as they cannot be exported. See 3 below.
WordPress.com and WordPress.org are completely separate.

2. Set up a WordPress.org install and equip it with a theme and plugins.

http://wordpress.org/plugins/3. Export your content out of your WordPress.com blog http://en.support.wordpress.com/export/ and import it into the install.
4. Purchase a site redirect upgrade from wordpress.com
http://en.support.wordpress.com/site-redirect/ or if you have domain mapping then update the nameservers http://en.support.wordpress.com/domains/domain-management/5. Transfer subscribers and stats. See http://en.support.wordpress.com/moving-a-blog/moving-your-subscribers/
Also note WordPress.com and WordPress.org have different log-ins and run different versions of themes with same names. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

Did you purchase the domain name from WordPress.com?
Or did you purchase it from GoDaddy and then purchase a domain mapping upgrade from WordPress.com? -
The latter, I purchased the domain on GoDaddy (and the domain mapping upgrade from WordPress.com) and also have a hosting account with GoDaddy for several other websites that I plan to also use for my blog.

Aha! Then you do not need a domain mapping upgrade and can get a refund for it.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
