No installing plugins option on Dashboard

  I can’t install plugins in my blog. When I go to the Dashboard looking for a place to install the latest plugin, I can’t find any place to do that… there is no plugin tab or anything…

  The blog I need help with is: (visible only to logged in users)

  There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.

  There is no upgrade you can purchase that changes anything at all stated here http://support.wordpress.com/com-vs-org/ FTP access, and plugins are available only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.
