no language select under dashboad settings > general

  Hi there,

  i have two questions:

  1)I just installed wordpress via godaddy hosting. I would like to change the language of the blog that things such as ‘posted on’ and ‘leave a reply’ can be in goallanguage. I don’t have a language selector under dashboard settings > general. I have the lastest wordpress version

  2) I was also wondering if these ‘lines’ could be manually changed like: ‘leave your message here’
