Exactly, same situation for me.
In my case, when I update wordpress 4.6.1 it occurs:
Fatal error: Call to undefined function wp_cache_get() in /home/pattayac/public_html/thaimytaxi.com/wp-includes/option.php on line 1117Anybody can check this error without login.

Same issue on one of my sites. Can’t say what triggered it, but it occurred in the last few hours. I am suspecting an automatic update (or core or a plug-in) has caused it.
TROUBLESHOOTING
First thing to to try is disable all plug-ins (just rename the plugins folder over FTP). See if error is still occurring. If site works, log into wp-admin, and go to plug-ins page. You will be notified for every plug-in not being found, and thus disabled.
Revert name of plug-in folder.
Refresh plug-ins page in wp-admin.Enable plug-ins one by one, or in small noted batches.
You can then identify which plug-in is causing the issue. -
Thanks for reply.
I also did that way and finally success to login.I tried the way Mr.jonathanevatt replied.
Rename file”plugins” to “Plugin” then the error message had expanded errors about W3 Total Cache on debug mode.
And I delete some files as following message.
When I had rewrote debug true to false, my wordpress asked me “Your database needs upgrade” so click the button for updating. This meaning is normally “Your database needs upgrade ” and they show the message before login.
But this time didn’t show the auto update-database-syastem.
Thank you again. -
