No longer an option to upload own theme?

When I checked ~3 months ago, on the WordPress dashboard you could go to ‘Appearance > Themes’ then click on ‘Add New’ and upload your own theme from a .zip file.

Now when I go to Themes on my dashboard, there is no ‘Add New’ option. Instead there is an ‘Install theme’ option, where you can drop and drag a .zip file – but dragging and dropping doesn’t do anything, and above this it says ‘Upgrade to the pro plan to access the theme install features’.

According to recent forum posts, you do need WP Pro to upload themes. Is this a recent change? I was able to upload them last time I checked. I’m using WP free and IONOS business hosting.

Hope I’m wrong about this. Uploading my own theme is the only reason I used WP in the first place so if they’ve really taken a previously accessible feature and made it pay for I will have to move to another platform :/

You could never upload a custom theme on the wordpress.com platform without upgrading to the Business Plan, now WordPress Pro, https://wordpress.com/pricing/.
I guess you are confusing with the open source wordpress.org.
