  I noticed that a blog address is no longer available. It was never “mine”. I assume the previous owner deleted it. How can I register it it?

  The blog I need help with is: (visible only to logged in users)

  You cannot recover or register any deleted blog URL. Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

  You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/

  Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

  Would it be possible to contact the original owner and ask them if they would be willing to transfer the name? And then could it be reactivated by the original owner? And then transferred?

  If you are serious about blogging over the long term then purchase domain mapping as the underlying .wordpress.com URL will not matter if you do.
