No menu for plugins

This image from the support page would indicate that “plugins” is right under appearances:
But on my dashboard that does not exist, and under “plugins” it goes straight to “appearances”. All I want to do is edit the code for my blog but I can’t find a built in text editor so I need to install a plugin.
The blog I need help with is: (visible only to logged in users)

The codex applies only to WordPress.ORG software installs and it not applicable to WordPress.COM sites like http://theslowplay.com/ at all. The support docs for WordPress.COM hosted sites are at http://support.wordpress.com
There is no FTP access to WordPress.COM blogs and we bloggers cannot install any plugins or third party themes.

WordPress.ORG offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.ORG install.
