No one can log in to site

  When I try to log into my site it does not go to the dashboard. The credential are correct, I am not getting a bad username/password error. The page just resets to the log in screen. My security plug-in e-mails me and lets me know i logged in but nothing. I have disabled all plug-ins with no change. I removed the .htaccess file and still nothing. I tried using a secondary log-in and nothing. I used a backup of my site with no change. I tried creating a new account and it won’t even send me the e-mail to setup my password. It just does nothing. The site itself is still up and running from a visitors stand point. I cannot find anything on this topic with the same issue.
