I have a set of pages with titles such as “Chapter 1,” “Chapter 2,” etc. When someone goes to the blog I want the list to be in consecutive order.

The above talks about setting the order of posts. Pages are different and only display one at a time when a visitor clicks on them. Looking at your menu, the pages are jumbled. It would help putting them in order if Chapter 1 was renamed Chapter 01 etc. I think that is the solution to your question.
However personally I would have arranged the material as posts so everything was visible on entering the site and visitors could start at the beginning and scroll down through the chapters.
