No option in settings to change Reading settings

  I need to amend my site so that only one post shows up per page. I have seen in multiple forums that this is changed by going to Settings – General – Reading, and then changing the number of posts per page to 1. However, in my dashboard there is no Reading setting. The only options under General Settings are Writing, Discussion, Traffic, Import, and Export. Is this because I have a theme that limits my settings or is it limited because I have a free wordpress.com and not a wordpress.org site? I’m a beginner to wordpress. Thank you much.

  Provided your are logged in as Admin under the exact same username account that registered the site go to http://eringillespiecartoons.wordpress.com/wp-admin/options-reading.php

  Thank you. That is helpful. However, I updated my settings to “blog pages show at most 3 posts,” and after posting 4 times they’re all still on the same page. What am I doing wrong?
