No option to create user password for private blog

I have a blog that I wish to remain private, choosing to share it with a limited number of readers. But when I go to do so, it only gives me the option to create user names. There is no option to give that user a password. Does anyone know how to go about doing so?
The blog I need help with is: (visible only to logged in users)

With a private blog, the users you want to be able to read it have to sign up for a wordpress.COM account if they don’t have one already, but they do not need to have a blog here, just the account. After they have a username, then you can go to settings > privacy and add their usernames so they have access. They would log into their account, and then they could navigate to your blog and read it.

I am thinking about making my blog a subscription blog and charging a very small monthly admission to enter my blog. Are there any suggestions that anyone can give me that will assist me in this venture?

@hechtd: Hi. First suggestion: if you haven’t already done so, make sure you are familiar with the differences between WordPress.COM and WordPress.ORG:
http://en.support.wordpress.com/com-vs-org/Why? I’m not sure you can do what you are suggesting on WordPress.COM, not only in terms of technological limitations, but also in regards to the terms of service. Perhaps another volunteer could confirm?

Nope, wordpress.com does not allow paid subscription type blogs here.

There is no FTP access to free blogs from and being free hosted by wordpress.COM and we cannot upload individual plugins into those blogs. On this forum we provide support only for those with free blogs from and being free hosted by wordpress.COMIf you can use plugins then you have a wordpress.ORG install for self hosting and you are posting to the wrong support forum. You must to be post to http://wordpress.ORG/support/ to get support for your wordpress.ORG install.
