no plug-in on my site

I recently watched a video which showed how to set up a plug-in to your WordPress, so I was mortified when there was no plug-in on my WordPress site. How come I ask? If the person showing how it was set up, how come she had plug–in on her WordPress?

The video applies to WordPress.org installs only. There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins into them for security reasons. Those found on the internet are for WordPress.ORG installs which run on different software.
