No plug-ins option available on Dashboard

I’m writing for a friend – Elizabeth ‘Betty’ Breznay, the owner and operator of the WordPress blog/site bettyphotog.com.
Betty pays you guys $26 a year for registration and hosting services only, I believe. She wants to use Google Analytics on her site, but is currently unable to as there is no Plug Ins option available for her to install the Google Analytics plug in on Bettyphotog.com’s WordPress dashboard.
Researching this issue a bit myself, it seems to me, that given her current setup of hosting her domain via WordPress, that the only way that she can have Google Analytics is to upgrade to WordPress.com Business and pay $299 a year.
Is that correct?

For using Goole Analytics, you need the Business Plan:
