No PLUGGINS Tool in Menu 'NISHITA' Theme

Help! ~ I am using the “Nishita” theme & it seems no one can help me (the developer gave up his work w. it & the next person in line does not do support.
I am unable to load any PLUGGIN on this Template.
I want to add a “scroll photo” style tool which is a PLUGGIN.
The theme has NO PLUGGIN MENU.
~ I saw on a forum that the DEVELOPER Needs to ACTIVATE the PLUGGIN MENU before we can add any pluggins!

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

http://support.wordpress.com/com-vs-org/There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
