  I cant seem to understand why Plugin doesn’t appear on my dashboard. Help please,

  No, It’s not available on WordPress.com with your own domain or without your own domain.

  If there are no plug-in tabs on wordpress, why do people make instructional videos showing that the wordpress interface has plug-in tabs? Is a language translator tab already built into WordPress. If so, where?

  Please always read the information at the links provided in these threads.

  The ubiquitous videos found online are almost all aimed only at wordpress.ORG software install. They are not aimed at wordpress.COM hosted blogs and have no applicability to wordpress.COM hosted blogs like yours.

  WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/

  There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

  Blogger installed plugin capability does not exist on WordPress.COM blogs. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.
