no plugin admin panel

  i would like to add a plugin, but from what I have read, there should be a “plugin” panel under the “appearance” panel in my dashboard, and there is not one. How do I get that fixed?

  The blog I need help with is: (visible only to logged in users)

  I’m sorry, but I must be missing something. From that link, I get the impression that you cant use plugins on wordpress, but then what is this about: http://codex.wordpress.org/Plugins_Installed_SubPanel

  You can’t use plugins on WordPress.COM. You can use plugins on WordPress.ORG. If your blog is not hosted at WordPress.COM, you are in the wrong forum.
