No "plugin" button available… Please help!

  I’m trying to install a plugin to my blog but I don’t have a “plugin” option/button on my dashboard menu…

  I’ve looked at numerous tutorials and I’ve notice that everyone have a “plugin” button, but mine done:(

  There is no FTP access to WordPress.com blogs and we can’t install plugins. They are only for WordPress.org self-hosted installs.
