No plugin on my dashboard anywhere or theme options too

Hi there. I’ve spent hours and days trying to find out how to get plugins on my dashboard. I notice also I don’t have theme options. I have themes but not theme options. I have written in to support prior to this I’m told that I have to download something a rather from wordpress.org as wordpress.com has never had the plugin option. I’ve have done this, downloaded wordpress to my pc from wordpress.org but where to from there???? I have the file on my pc but dont know what to do with it, it seems i’m reading endlessly what to do yet still nothing solved or what it is i need. If i install my wordpress.com to my hosting which is hostgator would my plugin option as well as theme option show up after doing this????? Help please I am so struggling with this, and am beating my head up against a brick wall everytime. And if it doesn’t show what the heck do i do with the wordpress that i have download from wordpress.org so that I can have the plug in option. On last thing also, i can’t find where to insert my akismet number in my wp.com. Arrrrrggggghhhhh!!!!! I have had a wordpress site previously and i had all these things. it was easy to find the akismet thing and the rest of it now i cant find anything. I deleted my site that I had for over a year and now that i am in the process of creating a new site there is none of the above which i did have before and i haven’t created a new acc in wordpress.com. its all very weird. Awaiting paitently for your reply. Pleeeeease

You are apparently not aware of the difference between WordPress.com and WordPress.org. WP.com blogs, like http://whereisthequalityinhealing.wordpress.com/, do not have plugins. You cannot add external themes either. Here: http://support.wordpress.com/com-vs-org/
