Plugins can’t be installed on a WordPress.com hosted site, but a lot of plug-in functionality is already built in: http://en.support.wordpress.com/plugins/
If there’s a particular plugin you have in mind, you might want to visit the idea forum and suggest that the plugin be added: https://en.support.wordpress.com/plugins/#plugin-requests
If you really need the plugin, consider moving to a self-hosted installation of WordPress. That involves registering a domain, buying hosting, and setting up a site using the free software from WordPress.org: https://wordpress.org/

I also have this issue. I have my site on wordpress.com and I cannot add new plug-ins.
If I self host my site and install WordPress there, then that functionality will then work, or do I also need to upgrade my wordpress.com account to be a premium level as well?

@genealogyanswerman – no upgrade here will allow you to upload 3rd party plugins to a WordPressdotcom site. To be completely clear, the Business bundle (at US$299/year) does allow you to connect a WordPressdotcom site to one of their 3 e-commerce partners and use Google Analytics on your site, but that’s it.
What is it that you are trying to achieve with a plugin. Perhaps we can suggest a workaround.

Also to be clear, WordPressdotcom and standalone WP are entirely separate entities, each with their own support docs and forums. More about that here: http://en.support.wordpress.com/com-vs-org/
