No Plugin Panel and I'm Hosted Elsewhere

So, I created a blog at WordPress for free. I learned you cannot have the plugin panel if your hosted at WordPress. I bought a domain at Namecheap and paid WordPress to map it. I changed the DNS at namecheap and all of that. I still do not have a plugins panel. Did I do something wrong here? Please help I really just want that plugins panel.

Hi there. If you mapped a domain to WordPress.com, you’re still hosted by WordPress.com, so you still can’t use plugins. In other words, if your DNS is pointing to WordPress.com, then you’re being hosted by them, no matter where you bought your domain. The place where you bought your domain is your registrar, not your host. Your host is whoever provides the server space for your website.
If you want to use plugins you’ll instead have to buy a web hosting account as well (then your name servers will point to whoever is hosting you instead) and install the WordPress.ORG software to your domain. The WordPress.org website has a list of recommended web hosts that support that software. http://en.support.wordpress.com/com-vs-org/
http://wordpress.org/hosting/However, your domain’s name servers are pointing to namecheaphosting.com, not WordPress.com, and the domain helper does not show an active mapping upgrade here for your domain, so it does not appear as if your domain is mapped here. In that case you’ll need to post in the WordPress.org forums for more help, or contact NameCheap directly, as we can only help with WordPress.com hosted sites here: http://wordpress.org/support/

Thanks for your reply Kokkieh. Sorry I am still pretty new to the whole website building game. So what I need to do is buy hosting with bluehost, point my domain to bluehost, and then install wordpress software for bluehost. This will give me the plugins panel?
The whole point of me wanting plugins is because I want to create a site that has a huge database of items that people can search for and change search terms. For example adding search feature like “new” “under $25” ect… Do you know if this is possible without plugins? If I need to I can open a new question under this as this is going off topic here. -

Not specifically Bluehost, but yes. Bluehost is one of the more popular hosts and has a good reputation, so you should be good with them.
Do you know if this is possible without plugins?
I know it’s not possible on WordPress.com. To find out how to do this on a self-hosted site you’ll need to ask on the WordPress.org forums as we can’t help with that here.
