No plugin tab on my blog’s dashboard

This is probably a really basic question, but I want to install a plugin onto my blog, but can’t find a plug-in tab on my dashboard.
Have I not set up my blog correctly?
The blog I need help with is: (visible only to logged in users)

We cannot use plugins at wordpress.COM. Plugins only work with self-hosted wordpress blogs using the software from wordpress.ORG.

No, I very much doubt it.
This is a multi-user blogging platform which means we all share the same underlying theme and wordpress files, and any bad code inserted by one blogger could possibly bring down hundreds of thousands of blogs. There is a ton of bad code floating around out there, some just because the author didn’t know what they were doing, but some done on purpose to introduce a security hole, or inject malware.
