No plugins menu on admin page

    On my admin page no plugins menu is displaying….how can i get the plugins menu and install other plugins or is there any other way to install plugins.

    just want to mention that my blog is hosted on wordpress.com…

    As users of a free blog at WordPress.com, we aren’t able to upload plugins. We are limited to the features that are available in the menu already. The ability to install plugins is limited to sites that are hosted at third party web hosts using the free WordPress software available at WordPress.org.
