no plugins tab in wordpress

  Hi!
  I have working on a website,designing. But my client wordpress based website don’t have plugins tab and editor tab, so please anyone can tell me how to insert it??
  He bought hosting from wordpress.com

  You can’t use Plugins here at WordPress.com. Plugins are only available on self-hosted sites using WordPress.org. WordPress.com and WordPress.org are entirely different, please read more about that here: https://en.support.wordpress.com/com-vs-org/
